External Regulatory Review 


PEO is undergoing an external regulatory review to identify any gaps between the association’s current practices and the process, procedures and policies exhibited by the best regulators. This proactive initiative is designed to ensure that we measure up as a regulator and that we are effectively doing the job set out for us in the Professional Engineers Act. Ultimately, an independent review will provide us with the foundation required to develop a rational approach and business plan to make any necessary changes.

The review is being led by Harry Cayton, an international advisor to the United Kingdom–based Professional Standards Authority (PSA), an organization recognized for their expertise in developing international standards for regulatory effectiveness and applying them to professional regulatory bodies around the world. The review will assess PEO’s performance against our statutory mandate and legislative requirements, our internal policies and the standards of good regulation across our core regulatory functions:

-Licensing and registration;

-Complaints, discipline, compliance and enforcement; and

-Professional standards.

In addition to Mr. Cayton, who served as chief executive of PSA from 2007-2018, the review team comprises Deanna Williams, a former registrar and CEO of the Ontario College of Pharmacists who was also appointed by the provincial government as a supervisor to the College of Denturists of Ontario, as well as Kate Webb, a regulatory policy specialist with over 10 years' experience of oversight regulation. As part of their work, the review team will be conducting interviews with staff, Council, committees and stakeholders, and observe meetings of regulatory committees and Council.

This initiative is expected to take four months to complete with a final report presented to PEO Council in June. The final report will be publicly available on PEO’s website.
