We provide a registration decision for all complete Canadian P.Eng. mobility applications within 10 business days of receipt. This exceeds the requirements of Ontario’s “Deemed Certification” legislation under the Ontario Labour Mobility Act.

Starting January 1, 2026, under the Ontario government’s “Deemed Certification” legislation, a worker in a regulated occupation who is certified by an out-of-province regulatory authority can apply through a simplified process to begin working in Ontario.
The legislation states that eligible applicants are deemed certified within 10 business days for up to six months while a decision is made on full registration. PEO will surpass these requirements by issuing a decision on a full P.Eng. licence within 10 business days of receiving a complete application.
Applicants must submit the required registration documents and meet our Canadian P.Eng. mobility application requirements to be considered for a licence under “Deemed Certification” legislation.
STEP 1: Confirm your eligibility by completing the "Am I ready to apply?" survey.
STEP 2: Complete the application requirements:
To qualify for a licence with PEO, Canadian P.Eng. mobility applicants must meet the following application requirements:
a. Academic Information
- Degree(s) Earned (Bachelor’s, Post-Graduate, Additional Degrees)
- Discipline
- Date Granted
- University Name
- City/Country
b. Professional Bodies:
- Regulator/Association Name
- Location/Address
- Year Accepted
- Current Status
c. Identification Information
- PEO accepts most government-issued IDs.
d. Good Character Information
- Please complete your good character assessment in the PEO portal.
If you are not currently registered with another provincial regulator or have a restricted practice status, your application may be rejected.
STEP 3: Submit your Canadian P.Eng. mobility application.
After submitting your online application, you will receive an email confirming its receipt. We will review your application to ensure it is complete and notify you of its status by email.
If your application is complete, we will issue a decision on your registration within 10 business days of your submission. If it is incomplete, you will have 60 days to amend your submission. You will be permitted only one attempt to amend and resubmit your application.
STEP 4: Evaluation of External Registration
For complete applications, we will evaluate the following requirements within 10 business days of submission:
- Verification Forms
- Academic Qualifications
- Good Character Information
STEP 5: Application decision
Your application will result in one of two outcomes:
a) Licence granted: To become a licence holder, you must pay a registration fee and an annual licence fee.
b) Notice of Proposal: Applicants who receive a Notice of Proposal to refuse to issue a licence from the Registrar may request a hearing by the Registration Committee. For more information, visit the Tribunals and Hearings Registration page.
