568 PEO Council meeting update

UPDATE

PEO shares updates after every Council meeting.  Our goal is to encourage and assist licence holders to become more familiar with the work of Council, the board of directors of their self-regulating profession. It is intended to highlight a few, illustrative items that may be of interest.  Licence holders are invited to review the full detailed meeting package available on our website and to provide regular feedback to PEO on issues of concern to them.

568th Meeting of PEO Council 

PEO Council met on April 4, 2025. You may view the meeting agenda and package here. A link to the audio recording and a disposition of motions from the meeting will be posted on the PEO website as soon as it is available.

568 Council decisions/discussion:

  • Engineering Intern (EIT) Program policy options: Council endorsed an EIT program as a pathway to licensure and directed the Regulatory Policy and Legislation Committee to bring a detailed program proposal, refined by further stakeholder consultation and analysis, and accompanied by a high-level action plan for implementation, to Council’s June 2025 meeting.

    The pathway to licensure approach means that the EIT program would be one possible path by which a participant can demonstrate commitment to the profession and meet the experience requirement for licensure. It would be a structured program that supports participants in gaining relevant experience on their way to licensure. Registration in the program will be optional; however, those who choose to become EITs will need to satisfy program requirements.

    Council committed to reinstating a new EIT program at their November 2024 meeting. A policy proposal, informed by extensive stakeholder consultations, was presented at the April 2025 meeting.
     
  • 2024 Audited Financial Statements (page 74): Council has approved PEO’s audited financial statements and auditor’s report for the year ended December 31, 2024. The statements and report will be received by PEO members at our 2025 annual general meeting on April 26, 2025, and published on PEO’s website and in the next edition of Engineering Dimensions.
     
  • Roles of President and Chair (page 114): Council voted to update Bylaw No. 1 and the PEO Governance Manual to clarify the roles of the Chair and the President. At its meeting of February 21, 2025, Council directed staff to “review By-Law No. 1 and any applicable policies and propose changes that would align them with Council’s decisions regarding the role and responsibilities of the Chair as Council’s chosen representative, specifically in relation to internal administrative functions, including calling meetings and the approval of contracts and expenditures above a specified threshold, subject to potential member input as needed.” An updated version of the by-law will be available shortly on PEO’s website.
     
  • 2026+ Strategic Plan progress update (page 71): Council heard a progress report from MDR Strategy Group on work towards PEO’s 2026-2030+ strategic plan. To date, PEO has completed consultations with internal participants and external stakeholders as part of the development of a new plan, including focus groups, meetings and surveys. Next steps include a full senior leadership meeting to develop draft strategic goals and objectives. Following additional consultation and plan development, a 2026+ strategic plan will be presented to Council for formal approval in June 2025.

CEO/Registrar’s report: PEO CEO/Registrar Jennifer Quaglietta, P.Eng., MBA, ICD.D, delivered her report to Council. Highlights of operational activities and achievements since the last report in February 2025 include:

  • PEO hosted a joint webinar with OACETT on the Limited Engineering Technologist (LET) licence, with more than 700 attendees
  • PEO conducted a successful chapter visioning session with representatives from its chapters
  • PEO is developing an EDI web page with resources including the Anti-Racism & Equity Code, Indigenous and Community Engagement Report and EDI Action Plan
  • 64 per cent of licence holders have completed the first two PEAK elements for 2025 (as of Mar 1, 2025)
  • PEO has developed an action plan to comply with FARPACTA changes, including an amendment to the FARPACTA regulation from 180 days to 90 days for registration decisions.
